Not necessarily. The "clothing" of a species is not determined by its outward appearance. For instance, there are mammals without hair, and there are mammals with scales.
Yeah, I know, ceratopsian dinosaurs had quills, advanced theropods had feathers, pterosaurs had a sort of fur, and on the other hand, there are pangolins and armadillos... Let's just say I'm kinda traditional when it comes to dragons
Thinking about it, I really like feathered dragons more than furry ones - I'm not sure I have ever seen a furry dragon, except for Falco from the Neverending Story, but I didn't think Falco was a dragon, I thought it was a big dog or something... Still, a dragon with scaly armor is far better protected against an occasional knight than either a furry or a feathered one, because there is allways a chance the sword or spear will slide off the armor, while the furry or feathered one just had it comming...
